Mission

The Pacific Power Association aims to support member utilities with human resource management improvement by addressing key challenges in skill retention and development. This is achieved through three core objectives:

  • Assist utilities in identifying and reducing employee turnover rate through analyses, training efforts, and promotion of gender equality.
  • Improve the quality and quantity of technical and vocational training with special attention on attracting and retaining women in technical and senior managerial positions.
  • Enhance technical skills within utilities by implementing short-term attachments, developing a standardized regional training framework with certification, and establishing a regional technical training facility.

Vision

The vision is for member utilities across the region to be staffed by a highly skilled, technically proficient, and stable workforce that is resilient to skill loss. This improved operational landscape will be characterized by significantly reduced employee turnover, a robust pipeline of talent supported by accredited regional training, and a work environment that actively promotes gender equality, offering clear pathways for women to advance into both technical and senior leadership roles. The utilities will be equipped to meet emerging technical challenges, ensuring efficient and sustained operations for the region.
